P304 Pre-Study into Automated pan-European Network Planning

Rationale
Earlier draft project proposals have highlighted the lack of work on the linkage between the in-service processes of TMNs and the pre-service processes. This seems to be a particularly important omission in the area of automated Network Planning which is likely to be an important facility to support IN networks with more complex resource demand patterns than existing basic telephony service.

The development of Pan-European networks will require PNOs to exchange some information on network performance that will be input into individual PNO automated planning tools which will plan capacity changes to meet changing demand patterns. These demand patterns will include traffic capacity, SS7 signalling capacity, routing arrangements (primary and alternate routes), etc.

Objectives
The objectives of this project were to review the data input requirements for automated Network Plannning tools and determine what operational measurements (i.e. Performance) need to be exchanged between PNOs to make these tools effective.
